On April 17, Xi'an, in collaboration with Alipay and the Shaanxi Branch of the Bank of China, launched a "one-click tax refund" service for inbound tourists. The service, now available at Xi'an SKP, reduces the tax refund settlement time for international visitors from a minimum of 20 minutes to as fast as 2 minutes, significantly improving the city's shopping tax refund experience.

4月17日，西安市联合支付宝、中国银行陕西省分行，推出入境消费“一键退税”服务。该服务在西安SKP上线，将国际游客的退税到账时间从过去的最少20分钟压缩至最快2分钟，大幅提升了西安的购物退税体验。

"Getting a tax refund in Xi'an by just tapping my phone for instant credit is the most convenient refund method I've experienced anywhere in the world! I love Xi'an's rich history – the Terracotta Warriors are breathtaking – and I'm even more amazed by the technological convenience here," said Dodo, a tourist from Tajikistan. After shopping at Xi'an SKP and successfully completing his tax refund with a simple "tap" on Alipay, he added that he would recommend Xi'an to more international friends, praising the city's convenient visa-free policies, top-tier tax refund experience, and the ability to explore and shop seamlessly after downloading Alipay.

The core highlight of the "one-click tax refund" service is its integration of Alipay's enterprise code capabilities with the State Taxation Administration's "Leqing" (Happy Enterprise) platform, enabling "payment-to-invoicing" functionality. It also supports Alipay's online pre-authorization, allowing international tourists to complete their tax refund in just three simple steps after making purchases at pilot "instant refund" merchants for departure tax rebates:

✅ 1. Tap: Unlock the phone and tap it against the tax refund counter card to bring up the "Alipay Tax Refund for Inbound Visitors" mini-program.

✅ 2. Enter Info: Fill in entry/exit information and display the tax refund QR code.

✅ 3. Instant Credit: Complete the Alipay pre-authorization with one click, and the refund amount is instantly credited to the tourist's Alipay account.

据了解，“一键退税”服务的核心亮点，是依托支付宝企业码能力与国家税务总局“乐企”平台联用，实现了“支付即开票”，同时也支持支付宝线上预授权，让国际游客在离境退税“即买即退”试点商户消费后，只需3步即可完成退税：

✅1.碰一下：解锁手机碰一下退税台卡，即可唤起“支付宝入境人士退税”小程序；

✅2.填信息：填写出入境信息并展示退税码；

✅3.秒到账：一键办理支付宝预授权，退税款随后即秒到其支付宝账户。

Compared to the previous cumbersome process of manual data entry and waiting in line, the new service not only simplifies operations for tourists but also significantly reduces handling costs for merchants. Regardless of whether international tourists pay with Alipay, bank cards, or cash, when applying for the "one-click refund," the system automatically records passport and product information and generates a departure tax refund application form – eliminating the need for manual input and further improving processing efficiency.

相比以往要手工录入信息、排队等待的繁琐流程，新服务不仅简化了游客操作，也大幅降低了商家的办理成本。国际游客购物不论用支付宝、银行卡还是现金支付，办理“一键退税”时，系统可自动录入护照及商品信息，生成离境退税申请单，无需人工逐一输入，进一步加快办理效率。

Beyond the "one-click refund" service, Alipay's "China Travel Made Easy" program has also been launched in Xi'an. International travelers visiting Xi'an can download Alipay, link an international bank card, and then use Alipay to pay across a wide range of scenarios including dining, shopping, and entertainment. In addition to the familiar "scan to pay" method, many commercial districts in Xi'an also support Alipay's "tap to pay" feature, which leverages a payment gesture familiar to foreign visitors, continuously stimulating inbound consumption potential and helping Xi'an accelerate the construction of a distinctive international consumption center city.

除“一键退税”外，支付宝“畅游中国服务计划”也已在西安落地，来西安旅行的国际游客下载支付宝、绑定一张国际银行卡后，即可在吃喝玩乐购等多元场景用支付宝付款，除了熟悉的“扫一下”支付，西安不少商圈也支持支付宝“碰一下”支付，以外国游客熟悉的方式，持续激活入境消费潜力，助力西安加快建设特色化国际消费中心城市。
